Cognizant (Nasdaq: CTSH) has formed an OpenAI Frontier Capability Group, bringing together more than 25,000 professionals to deliver OpenAI products, including Codex and ChatGPT, for its clients. The company announced the group on October 30, the day after it reported total headcount of 359,900, so the group holds about 6.9% of its workforce.

The 25,000 are Cognizant's own people, in its CEO's words, brought together into one OpenAI delivery organization with three named lines of work and one client result. The release discloses no investment by either company, no revenue target and no named client.

What the group will do

Cognizant said the group will start with three areas: software engineering with Codex, application modernization and customer operations. For modernization it will use Cognizant Application Modernizer, a tool built on OpenAI models that works from reverse engineering legacy mainframe code to generating cloud-native code, with engineers reviewing "every consequential decision". The company said it has modernized mainframe systems for more than 500 clients.

The one client result in the release is an OpenAI-based assistant Cognizant built with a global biopharmaceutical company, which it did not name. Cognizant said the assistant has handled more than 5 million conversations and cut content creation time by 60%. Its own sales and customer success teams already use a tool built on OpenAI models to find and pursue new opportunities, the company said.

"We are committing more than 25,000 of our people to bring that change inside our clients' businesses," CEO Ravi Kumar S said in the release. Dali Rajic, OpenAI's chief revenue officer, called the group "a dedicated OpenAI practice". Kumar also announced the group on X, where Cognizant's own account tags him as its CEO.

How the OpenAI group compares inside Cognizant

Total headcount was 359,900 on September 30, according to the third-quarter results Cognizant filed with the SEC on October 29. On that base, SaasBuzz calculates the OpenAI group at 6.9% of staff. The more than 21,000 associates who have earned OpenAI badges, which Cognizant says are awarded for completing learning tracks, come to 5.8%.

The OpenAI group is the second of its kind this month. On October 19 Cognizant formed a Gemini Frontier Capability Group with Google Cloud, backed by more than 18,000 associates. Together the two groups come to at least 43,000 people, or 11.9% of the workforce, if nobody belongs to both. Neither release says whether they overlap.

The two group releases differ in one respect. Cognizant called the Gemini group "a substantial joint investment" with Google Cloud. The OpenAI release makes no such statement. With Anthropic, Cognizant became a Global Premier Partner in the Claude Partner Network in July and said more than 30,000 associates had completed Claude training; that release describes training and platform work, not a delivery group.

What it means for enterprise buyers

For a company buying Codex or ChatGPT for its own staff, the group is a named place inside a large services firm that will build and run those systems. Cognizant's case, in its own release, is that "access to frontier models is no longer what holds many enterprises back", and that the shortage is people who can build with them inside existing systems.

Because Cognizant now runs separate groups for OpenAI and Google, a buyer can ask which group would staff a project and what credentials its engineers hold. The release counts badges for completed learning tracks; Cognizant says its Frontier Certified Engineers are credentialed directly by the model companies, and the release does not say how many people in the group hold that certification. OpenAI made its GPT-6.1 Terra model available in Codex and ChatGPT on October 26, as SaasBuzz reported.

The group follows mixed third-quarter sales figures. Bookings in the third quarter fell 7% from a year earlier, though bookings over the past 12 months rose 4% to $28.7 billion, the company reported. Revenue for the quarter rose 4.6% to $5.7 billion. Cognizant is also running Project Leap, a restructuring that its quarterly report says includes "associated reductions in headcount", while total headcount rose by 3,200 in the third quarter.
